Introduction to the pilot

Purpose of the Pilot Web Site: This web site has been developed to introduce and test the usefulness of a structured approach to identifying development needs against a benchmark, and addressing these in a carefully planned and prioritised way.

Who is it for? The system has been designed for all regulators of health and safety and their managers. Some 40 teams across LAs and HSE are participating in this pilot.

What is it based on? The benchmark used to test this process is a framework of common skills and knowledge required to carry out effective regulation of health and safety. It does not (yet) contain the skills and knowledge required of specialists, managers or any other specific groups of staff, nor does it address levels of authorization for LA Inspectors. The development tools included in the pilot have been designed taking best practice in use of learning logs and reflective practice from the Chartered Institute of Environment Health, National School of Government, and HSE in Partnership with Warwick University.

What does the site contain? The site contains

  • the Regulators' Development Needs Analysis Tool to help you structure your approach to assessing your development needs
  • a Development Action Pack to support you in identifying and planning the most suitable development activities for you, monitoring progress, capturing achievements and maximising the learning you take away from these; and
  • guidance on the underpinning knowledge required, and sources of further guidance
